The game is developed by Croydon, a development studio based in the United Kingdom as well as Probe Entertainment which owns the license of the music of the game. The game was initially developed on the Sony PlayStation game console – the Sega Saturn and PC versions were in development when the PlayStation version was nearing completion. The PC and Saturn versions required another means of development which was less complex thanks to the graphics cards of the time. The developers' faces can be glimpses among the game's antagonists. In Germany, the game was banned for its extreme violence. Indeed, one chapter of the game has the player driving a car with the possibility of crushing people, splashing blood on the windshield.
