The game takes place at the Football World Cup. Unlike the first Tecmo World Cup '90 game, there are no clubs, but you can choose between 32 national teams. The tournament consists of seven games, divided into two groups of four teams and one final. Being an arcade game, if you lose only once, it will not be possible to continue playing. In case of a tie, a shoot-out will decide of the winner.

As far as the gameplay is concerned, the novelty lies in the cross-pass button and the possibility of making a pass to a partner; but you can not handle the passes in the direction of the player. Another novelty is to increase the speed of the player through a dribble to reach the opposing zone and make a powerful shot.

In case of loss, you can use the continue option in which it is possible to increase the strength or speed of your team up to three times maximum.
