During the winter of UC 0223, following its victory over the Congress Armed Forces (CAF) led by General Garneaux, Side 8 was recognized as an autonomous region by the CONSENT government. However, this caused conflicts between the other parties still under the rule of CONSENT. Garneaux's confidant Colonel Bais Bashing began developing "Project Raven" in order to bolster the military strength of the CAF. In UC 0224, the Illuminati launch the Lightning Squad, in response to this new threat.

The game's storyline is set one year after the events of the film and follows Reed Fox, a pilot for the Illuminati's Lightning Squad. It is part of the G-Saviour project. G-Savior plays like a third-person shooter with an emphasis on locking and pushing.
