The Wii Save Disc is a service disc apparently used at official Nintendo repair shops to transfer personal data such as saves and console settings between Wiis as part of a repair. Although it doesn't transfer channels, it is able to transfer enough that it can re-download channels from the Wii Shop Channel, which is what the disc says to do.
